A business plan is normally a financially based plan providing strategic and financial justification for a business/operation to conduct certain activities.

A project management plan describes how a project (a temporary unique undertaking with a defined scope) will be planned and executed.

The term program management plan is used by some people instead of project management plan – to them a project and program are the same. However, a program should normally be considered a collection of related projects. Therefore, a program management plan would describe how the collection of projects will be planned and managed together, to achieve a common goal.

In many cases a business plan will provide the justification for a project (or program) to be conducted – at which point a project/program management plan will be created.
